CHRONOS is the acronym for the Culture & Heritage ReservatiON Organisation of the SCJU which is the SCJU's council for heritage and cultural preservation. CHRONOS is responsible for the gazetting and listing of CHRONOS Heritage Sites as well as co-ordinating preservation efforts between heritage preservation organisation within member states. CHRONOS Listing is open to all SCJU members, ambassadors & observers as well as IPON members as part of the diplomatic exchange (to be ratified by the General Assembly)

A CHRONOS Heritage site is a site (such as a forest, mountain, lake, desert, monument, building, complex, or city) that is on the list maintained by the international CHRONOS administered by the union's Education, Science and Cultural Initiative (ESCI). CHRONOS catalogues, names, and conserves sites of outstanding cultural or natural importance to the common heritage of humanity. Under certain conditions, listed sites can obtain funds from the ESCI.

Each CHRONOS Heritage Site is the property of the state on whose territory the site is located, but it is considered in the interest of the international community to preserve each site.

Selection Criteria

Civic Sites

(i) to represent a masterpiece of creative genius;

(ii) to exhibit an important interchange of values, over a span of time or within a cultural area of the world, on developments in architecture or technology, monumental arts, town-planning or landscape design;

(iii) to bear a unique or at least exceptional testimony to a cultural tradition or to a civilization which is living or which has disappeared;

(iv) to be an outstanding example of a type of building, architectural or technological ensemble or landscape which illustrates (a) significant stage(s) in human history;

(v) to be an outstanding example of a traditional human settlement, land-use, or sea-use which is representative of a culture (or cultures), or human interaction with the environment especially when it has become vulnerable under the impact of irreversible change;

(vi) to be directly or tangibly associated with events or living traditions, with ideas, or with beliefs, with artistic and literary works of outstanding universal significance. (The Committee considers that this criterion should preferably be used in conjunction with at least ONE other criteria);

Natural Sites

(vii) to contain superlative natural phenomena or areas of exceptional natural beauty and aesthetic importance;

(viii) to be outstanding examples representing major stages of earth's history, including the record of life, significant on-going geological processes in the development of landforms, or significant geomorphic or physiographic features;

(ix) to be outstanding examples representing significant on-going ecological and biological processes in the evolution and development of terrestrial, fresh water, coastal and marine ecosystems and communities of plants and animals;

(x) to contain the most important and significant natural habitats for in-situ conservation of biological diversity, including those containing threatened species of outstanding universal value from the point of view of science or conservation.

The protection, management, authenticity and integrity of properties are also important considerations.

Mixed Sites

A site that fulfils the criteria on both the civic and natural criteria can be considered MIXED sites of both civic and natural importance.

Nomination Process

Step 1: Submission

An SCJU member or ambassadorial state can submit an application to nominate a site within its political borders to be listed on the UHC/CHRONOS Union Heritage Site List.

The Submission shall contain:-

1) Site Location & Site Area (if possible) 2) Pictures of the Site (at least 3-5 in game pictures) 3) Brief Description (including short history, when was it built etc etc) 4) Listing Justification (Criteria the site is applying under - which can be any one of the 10 criterias following) 5) A Brief Explanation on How the Site fulfils the criteria it is applying under

STEP 2: Nomination Approval

Once a submission is placed (I suggest we set up a sub-forum under dependent organisations to facilitate this). All Union members will be given 5 days to view the information and to ask for further justification or pictures. After 5 days, Union members will vote to include the proposal into the list or to leave it out for the time being subject to an appeal.

A nation state can only submit one site for consideration at any one time with up to four per presidential term. This is to allow a fair and progressive (controlled) creation of the list.

STEP 3: Gazetting

CHRONOS will gazette the newly approved nominations into 'listings'. Each listing represents a time period for the addition of a site to the list. Each site will be allocated a site number for identification with #1XXX representing civic sites, #2XXX representing natural sites and #3XXX representing mixed sites.
